The Executive Board of the Washington State Democratic Central
Committee recently met. The following are the minutes to that meeting.

Executive Board Teleconference
Seattle, Washington July 9, 2003
The teleconference was called to order by Chairman Paul Berendt
at 5:05 PM. The agenda was adopted as presented. Chair Paul Berendt
announced that Judith Personett has become a new Executive Board
member, serving as chair of the Federation of Democratic Women.
Roll was called. The members present were: Paul Berendt (Chair),
Habib Habib (Treasurer), David Peterson (1st), Floyd Hodges (4th),
Robert Esvelt (5th), Harvey Brooks (6th), Javier Valdez (7th), James
Arima (8th), John Thompson (9th), David McDonald (DNC), Charlotte
Coker (DNC), Karen Marchioro (DNC), and Edward Cote (DNC).
Chair Paul Berendt began the discussion of the allocation of delegates
to the National Convention. Chair Berendt reported that the DNC
rules committee would not accept the original allocation of delegates?
scheme as outlined in the first draft plan. To comply with allocation
rules, Chair Berendt recommended all district-level delegates (49)
be elected as result of precinct caucuses. Consequently, all at-large/Party
Leader and Elected Officials delegates (27) would be elected based
upon the results of the presidential primary. After discussion,
the modifications were m/s/p. It was here to agreed that the delegate
selection rules with said modifications would be transmitted to
the DNC immediately.
Chair Paul Berendt introduced the next agenda item and discussion
was undertaken regarding the policies governing the use of the voter
file lists by non-partisan candidates. After a brief debate, it
was m/s/p that in contested non-partisan primaries, voter files
would not be given as an in-kind contribution before the primary.
However, it was noted, the voter files could be purchased by non-partisan
candidates who signed a pledge (Democratic oath of confidence) and
bought them at a set fee.
In accordance with the selling of the voter files, Chair Berendt
presented a pricing schedule for the sale of said voter files to
presidential candidates. A motion was passed to accept the schedule.
The meeting was called good of the order.
The meeting was adjourned at 5:45 PM.
