Minutes of the 34th District Democrats
Meeting of 10 January 2007
1. Ivan Weiss, in his role as Sergeant-at-Arms of the King County Democratic Central Committee (KCDCC), called the meeting to order at 7:24 PM.
2. Weiss announced that this was the reorganization meeting of the 34th District Democrats. Reorganizations occur every two years. Weiss, appointed as the Sergeant-at-Arms of the KCDCC at its reorganization meeting held 2 December 2006, has the official authority to convene this reorganization meeting.
3. Brian Earl led the flag salute.
4. Brian Earl asked for a quorum call.
4.1 In response to the quorum call, 18 Precinct Committee Officers (PCOs) elected in the September, 2006, primary election showed their credentials. In that election, 85 PCOs were elected in the 34th District. Article III, Section 3 of the by-laws states: "A quorum shall consist of 20 voting members, or 20 percent of the voting membership, whichever is less."
4.2 Since 20% of 85 PCOs is 17 PCOs, a quorum was present and the meeting proceeded.
5. Sergeant-at-Arms Weiss appointed Ann Martin as a tally committee and Bill Schrier as acting secretary.
6. Adoption of credentials committee report. Jackie Dupras, Membership and Credentials Committee Chair, reported 18 PCOs had arrived and were credentialed.
7. Bruce Stotler moved adoption of agenda and by-laws. This motion was seconded and passed unanimously
8. Election of Chair.
8.1 Dow Constantine was present and took the gavel to chair the meeting for this portion of the meeting.
8.2 Constantine opened nominations open. Toni Lysen nominated Ivan Weiss and it was seconded. No other nominations were made. Ivan Weiss stated he was a Democrat. Bruce Stotler moved unanimous election of Weiss as Chair. This motion was approved unanimously.
9. Ivan Weiss took over the meeting.
10. Chair's report. Ivan thanked the members for his election. There are many major events planned this year, and he encourages members to call or e-mail him about any matter.
11. Election of First Vice-Chair. Chair Weiss opened nominations for this position. Steve Karbowski nominated Tanya Aguilar and it was seconded. No other nominations were made. Tanya Aguilar stated she is a Democrat. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Tanya Aguilar as First Vice-Chair. She was unanimously elected to the position.
12. Election of Second Vice-Chair. Chair Weiss opened nominations for this position. Steve Karbowski nominated Tim Nuse and it was seconded. No other nominations were made. Tim Nuse stated he is a Democrat. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Tim Nuse as Second Vice-Chair. He was unanimously elected to the position.
13. Election of State Committeeman. Chair Weiss opened nominations for this position. Toni Lysen nominated Bruce Stotler and it was seconded. No other nominations were made. Bruce Stotler stated he is a Democrat. Tim Nuse moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Bruce Stotler as State Committeeman. He was unanimously elected to the position.
14. Election of State Committeewoman. Chair Weiss opened nominations for this position. Bruce Stotler nominated Leslie Harris and it was seconded. No other nominations were made. Bruce Stotler stated Leslie Harris is well-known as a Democrat. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Leslie Harris as State Committeewoman. She was unanimously elected to the position.
15. Election of King County Committeeman. Chair Weiss opened nominations for this position. Brian Earl nominated Robin Hess and it was seconded. No other nominations were made. Robin Hess stated he is a Democrat. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Robin Hess as King County Committeeman. He was unanimously elected to the position.
16. Election of King County Committeewoman. Chair Weiss opened nominations for this position. Ann Martin nominated Ernestine Pearl-Rosendale and it was seconded. No other nominations were made. Ernestine Pearl-Rosendale stated she is a Democrat. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Ernestine Pearl-Rosendale as King County Committeewoman. She was unanimously elected to the position.
17. Election of King County Committeeman Alternate. Chair Weiss opened nominations for this position. Steve Karbowski nominated Brian Earl and it was seconded. No other nominations were made. Brian Earl stated he is a Democrat. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Brian Earl as King County Committeeman Alternate. He was unanimously elected to the position.
18. Election of King County Committeewoman. Chair Weiss opened nominations for this position. Stephen Lamphear nominated Cherisse Luxa and it was seconded. No other nominations were made. Cherisse Luxa stated she stated he was a Democrat. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Cherisse Luxa as King County Committeewoman Alternate. She was unanimously elected to the position.
19. Chair Weiss stated that, according to the by-laws, all members in good standing as of December, 2006, could vote for the positions of Secretary and Treasurer.
20. Election of Secretary. Chair Weiss opened nominations for this position. Jackie Dupras nominated Sharon Henderson and it was seconded. No other nominations were made. Jackie Dupras stated that Sharon Henderson is a well-known as a Democrat. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously. Chair Weiss called for a vote on the election of Sharon Henderson as secretary. She was unanimously elected to the position.
21. Election of Treasurer.
21.1 Chair Weiss opened nominations for this position. Steve Karbowski nominated Greg Doss and it was seconded. No other nominations were made. Bruce Stotler moved to close nominations and this motion was seconded. Chair Weiss called for a vote on the motion to close nominations. This motion passed unanimously.
21.2 Greg Doss stated he is a Democrat. He further asked that, should he be elected, he desired that a Deputy Treasurer be appointed to learn the position and assist him. Doss recommends Jeremy Jepsen for such a position.
21.3 Chair Weiss called for a vote on the election of Greg Doss as Treasurer. He was unanimously elected to the position.
22. PCO Appointments
22.1 Chair Weiss stated Joe Mitter wants to be appointed in Precinct Burien 34-1082. Mitter is not present, but is a well-known Democrat and has signed the PCO application form. It was moved and seconded to appoint Mitter as a PCO, and the motion passed unanimously.
22.2 Stan Hargus asked to be appointed in Precinct SEA 34-1507. He stated he is a Democrat. It was moved and seconded to appoint Hargus as a PCO, and the motion passed unanimously.
22.3 Marcee Stone asked to be appointed in Precinct SEA 34-1457. She stated she is a Democrat. It was moved and seconded to appoint Stone as a PCO, and the motion passed unanimously.
22.4 Tanya Aguilar asked to be appointed acting PCO in Wynona Precinct. She stated she is a Democrat. It was moved and seconded to appoint Aguilar as an acting PCO, and the motion passed unanimously.
22.5 Gregg Doss asked to be appointed acting PCO in Precinct SEA 34-1484. He stated he is a Democrat. It was moved and seconded to appoint Doss as an acting PCO, and the motion passed unanimously.
22.6 Earnestine Pearl-Rosendale asked to be appointed acting PCO in Precinct SEA 34-1501. She stated she is a Democrat. It was moved and seconded to appoint Pearl-Rosendale as a PCO, and the motion passed unanimously.
Old Business
23. Chair Weiss recognized Alan Munro.
23.1 Munro stated that, according to the minutes of the November meeting, we tabled the resolution on the viaduct. Should we re-open this issue?
23.2 Dan Fievez moved and it was seconded to continue the table of consideration of this resolution. The motion to table passed with one dissenting vote.
New Business
24. Tina Shamsheldin, Chair presumptive of the 33rd District Democrats and also Chair of the King County Legislative Action Committee, spoke. There are many interesting bills in this legislative session. These include healthcare, public financing of elections (3 bills) and others. She encouraged people to sign up for the LAC meetings and e-mail list. She reminded members of the legislative action day on Presidents' Day in February, and encouraged them to visit Olympia and see their legislators on that day. She stated the next LAC meeting is in Burien Public Library on January 21st on the viaduct replacement. Phil Talmadge and City of Seattle Deputy Mayor Tim Ceis will be present to represent differing views on the issue.
25. Tanya Aguilar reported about our sister district, the 15th. They have a new chair - Tomas Villanueva who ran for State Senate last year. He goes to county meetings in his District. He wants to keep the sister district relationship alive. He has recruited10 new PCO's there. Tanya will report more at our next meeting when it is not snowing.
26. Dow Constantine spoke. His district is now much bigger - includes a portion of the 33rd and Tina Shamsheldin is a great chair there.
27. The King County Council is coming to West Seattle. The Council's Committee of the Whole will meet at the Hall at Fauntleroy on the evening of February 5th. There is a 6:30 reception and 7:00 meeting to identify those things the region needs to do to be ready for the next big earthquake or terrorist attack.
28. Ivan Weis talked briefly about "Vashon Be Prepared". It has a fine example of a website at www.vashonbeprepared.org. There is lots of the content and the site maintained by our own PCO Dan Schueler.
29. Dan Fievez moved and it was seconded to endorse passage of the two levies in the February Seattle School district election. There was no discussion. The motion passed unanimously.
30. Bruce Stotler moved and it was seconded to appropriate $600 as our annual dues to the King County Democratic Central Committee. The motion passed unanimously.
31. Bruce Stotler moved to donate $200 to the League of women Voters to publish the "They Represent You" booklet for 2007. Treasurer Doss stated that we have the money for this - we have more than $4000 in the treasury. Dan Fievez stated the LWV needs to include Port of Seattle Commissioners in this year's booklet. The motion passed unanimously.
32. Chair Weiss stated he would be marching in the annual Martin Luther King Day March is this Monday, January 15th, just like he had marched with Martin Luther King on the mall and at the Pentagon. The Monday march starts at Franklin High School (not Garfield, as previously, get to Franklin via the 42 bus). Dina Johnson's 34th District banner will be in the parade. Honor the memory and good words of MLK Jr. Come and March. Workshops are at 9, rally at 11, march at noon to Judkins Park.
33. Dan Fievez moved (and it was seconded) that the 34th district send a letter to our two congressmen and senators and to state that the 34th is against the escalation of troops in Iraq. Dan will write and send to Ivan for forwarding.
34. Cherisse Luxa suggested members visit www.horsesass.org and see that Representative Adam Smith already says a "troop surge" is not the answer. Smith will chair the House Armed Services Subcommittee on Terrorism via Unconventional Threats and Capabilities. This motion passed unanimously.
Good of the Order
35. Les Treall reminded PCO's about meeting to share their experiences on February 4. More info on the website.
36. Dow Constantine said he will be speaking at the West Seattle Democratic Working women Tuesday night 6:30 PM at Coffee-to-a-T in the Junction. Details on the website.
37. Marcee Stone spoke about Washington Public Campaigns and their recently completed fabulous forum at town hall. Representatives from Maine and Minnesota and others were present. The forum is being re-broadcast on Channel 29. In the 34th District we have three board members of this organization - Terry Sullivan, Annie Phillips and Marcee Stone. In addition, our own Dina Johnson has designed a button for them, and has redesigned their website.
38. We adjourned at 8:18 PM.

Program - Reorganization:
All Democratic district organizations reorganize in the January of odd-numbered years. Re-organization means election of new officers. See more details in this month's message from Chair Ivan Weiss, and in the 'newsletter which can be downloaded from the website.
King County Democrats' Vice-Chair Rob Dolin will call the meeting to order. We will vote to approve the by-laws (see them online here) and will then vote to Elect a chair. The newly elected chair will then conduct the rest of the meeting including the election of the rest of the officers. Those offices include:
Appointment of Secretary, Parliamentarian, Sergeant-at-arms and Tally Committee.
Adoption of agenda, rules, and bylaws.
Adoption of credentials commitee.
Nomination and election of Chair.

Message From the Chair, January, 2007:
If you think this year was a wild one . . .
. . . in 2007, the 34 th Legislative District will be Ground Zero for local politics, which will have countywide and statewide ramifications. And you won't want to miss any of it.
Governor Gregoire has put the future of the Alaskan Way Viaduct portion of State Highway 99 in the hands of Seattle voters. That election might take place by April. If it does, certainly we would want to take a position on the vital link between downtown Seattle and West Seattle, White Center, Burien and Vashon Island.
Only Seattle voters will cast ballots in April, or whenever, but all dues-paying resident members of the 34th District Democrats can vote on the organization's position. If that vote comes in February, your dues would have to be paid by the January meeting for you to be eligible.
The bylaws are clear: No payment by January, no credential in February. So if you want the District to make a strong statement one way or the other, and if you want your vote to contribute to that statement, please get your 2007 dues in, and please help us recruit some new like-minded members.
It is possible that residents of North Highline would vote in 2007 for whether to annex to Seattle or Burien, and possible that the 34 th District Democrats might endorse one outcome or another. If that endorsement is important to you, then it behooves you to pay your dues and to help recruit like-minded members. The annexation issue certainly will be pivotal in the elections for Burien City Council, in November 2007.
Seattle City Council members, King County Council members, Seattle School Board members, and Seattle Port Commissioners also will be on the November ballot. They all will be seeking our endorsement. The more of us there are, and the more influential our voices are, the more the candidates will value our approval.
As our three Democratic State Legislators gain in seniority, they gain in influence (we hope), and the upcoming session in Olympia gives them a chance to lead in implementing stronger support for education, moves toward universal health care, more robust funding for ferries and other transportation modes, stricter financial accountability for corporations and for government agencies, and many other policy items.
Members of the 34 th and other Districts have initiated monthly contact with Democratic legislators through the King County Democrats Legislative Action Committee. The next LAC meeting will be Sunday, January 21, in our District at the Burien Library at 2 PM. Please come and lend your voices and your expertise to a true broad-based citizen lobbying effort. We plan several trips to Olympia during this session.
But first . . .
. . . comes our reorganization meeting, Wednesday, January 10, at the Hall at Fauntleroy at 7 PM, at which we will elect our officers. The handsome young gentleman who will call the meeting to order is Rob Dolin, first vice chair of the King County Democratic Central Committee. Rob is from the 43rd District, and is a mover and shaker in the state and national young Democrats. To the best of my knowledge, this will be the first time Rob has attended one of our meetings, so let's give him a warm welcome—and maybe buy him a beer at the Brewery afterward.
The best news is last. Our 12 th Annual Garden Party and Auction, Friday August 10, 2007, at West Seattle Nursery, will feature one of the best auctioneers in the area, the 34th District's own Bob Watt. Anyone who has seen Bob in action will know immediately that we have scored a major coup. We will be soliciting donations from very early in the year, as we build our campaign war chest for the 2007 and the 2008 elections, and we hope to make the 2007 Garden Party one of the top political fundraising events of the year.
So if you thought 2006 was a wild ride, brothers and sisters, you ain't seen nothin' yet! See you on Wednesday, January 10 for all the democracy you can handle.
